Trying to understand: Migration and engagement drop

I came across couple of conversations that were around "Engagement drop post migration."

While this can be true or false, I also see people constantly suggesting same recommendations over and over again. For instance, go for memes, AMA.

What do you suggest and why do you think this happens?
